Q. How do I set the visibility in FS2004?
A. The first essential is to set Sight Distance to minimum in Settings, Display, Weather. This sets a global maximum regardless of any loaded weather settings. However you may want to go beyond this and reduce the sight distance lower than Settings allows you to. To do this, you need to edit the Flight Simulator configuration file. You can read how starting here:

Note: if you make any settings changes in FS, you will have to redo the above afterwards each time.
If you want to set a far lower visibility, e.g to simulate severe haze or fog, you will need to alter the loaded weather settings:
World, Weather..., User defined weather, Customize weather..., Visibility.
You can use Pete Dowson's FSUIPC.DLL utility to alter the visibility settings. An internet search will find this.
